Charge vessel with water and begin heating to 75-80˚C. Add citric acid and mix until dissolved. In a separate vessel blend phase B and heat to 75-80˚C until all components are molten. Add molten oil phase to heated water phase while mixing. Continue mixing as emulsion cools. When emulsion temperature reaches 40-50˚C, add phase C. Mix until uniform.
